When the bureau receives notice of unprofessional conduct, employees in the enforcement section may conduct an investigation and forward the case to bureau’s legal staff. Once the investigation is complete, the bureau may close the matter, issue a fine or citation, send an order to desist and refrain from unlawful activity, or refer the case to a deputy attorney general for further disciplinary action. The attorney general may file an accusation or, in the case of an applicant, a statement of issues, which initiates a formal hearing process under the California Administrative Procedures Act.
At the administrative hearing stage, the bureau may impose penalties that include public reproval, license surrender, license restriction, denial of a license application, license suspension, and license revocation.
